Capacity Building Officer, Aawaz II Programme for Punjab
Peace & Justice Network (PJN) is a nationwide civil society grassroots
justice network working across Pakistan to safeguard the right to life,
liberty, equality, and justice for everyone, with the goal of creating a
peaceful and inclusive society ruled by laws that protect individuals' rights.
As a Youth & Capacity Building Officer in Lahore, PJN seeks an energetic
and industrious individual with considerable expertise in managing large-scale
youth programs and capacity building initiatives.
AAWAZ II
Program Introduction:
Aawaz II collaborates with local communities in Khyber Pakhtunkhwa (KP) and
Punjab provinces to promote the rights of children, women, youth, religious
minorities, people with disabilities, and other marginalized groups,
facilitating and strengthening their development. The programme is overseen by
the British Council. Aawaz II collaborates with district-level downstream
partners (DSPs) and two provincial partner organisations to carry out
community-based interventions in KP and Punjab. The community component aims to
provide information referrals, encourage citizen-state interaction for service
uptake, and strengthen local community capacity for behavior change in order to
diminish community acceptability of child marriage, gender-based violence
(GBV), and intolerance.
TERMS OF
REFERENCE FOR THE YOUTH AND CAPACITY BUILDING OFFICER
The Youth and Capacity Building Officer will be in charge of improving the
skills, competencies, and capacities of individuals, teams, and partner
organizations in order to increase the program's effectiveness and
sustainability. The Capacity Building Officer will be in charge of organizing
capacity-building sessions and ensuring cooperation with capacity-building
coordinators to ensure that capacity-building activities run smoothly across
Punjab's target districts. Specific responsibilities include:
Knowledge
Management
Create a strategy for interacting with youth based on the Aawaz II theme areas,
discuss with DSP teams, and communicate with the PP team. Finalise and
communicate the plan with PMU via the Provincial Lead.
Field training calendars are created in collaboration with DSPs to administer
and participate in district-level trainings.
Collaborate with the PMU Capacity Building Coordinator to identify and propose
priority training and capacity sessions for staff and stakeholders based on
field assessments.
Create a plan for collaborating with other youth programs and establishing
links and opportunities for Aawaz Change Agents (ACAs) after the Social Action
Project (SAP) is completed.
Work with DSP PM to create a
strategy for incorporating ACAs into district operations.
Create a sustainability strategy for ACA's engagement with Aawaz II and the
communities.
Data
Management, Reporting, and Communication
Assist PMU/DSPs in generating consolidated provincial reports on the impact of
SAPs and CCAPs, including success stories and case studies of innovative
activities.
Maintain accurate records and data for all training and capacity-building sessions
while working with the Monitoring and Evaluation Officer.
Identify and share a list of youth-focused programmes in the province and Aawaz
districts with the PMU.
Maintain and manage a database of ACAs and community members who get
district-specific training, as well as their participation in following Aawaz
or external activities.
Capacity
Building
Provide assistance in the implementation of program orientations and
backstopping for all Aawaz II capacity-building initiatives throughout the province.
Assist PMU in youth development and engagement activities, as well as capacity
development programs for DSPs staff, in collaboration with PMU and Resource
Partners.
Work closely with the PMU Team to help DSPs identify and train ACAs.
Assist the DSPs and PP team in ensuring that capacity building and learning
events are delivered on schedule, while preserving qualitative and quantitative
records of trainings and forums.
Provide support for ACA trainings and recommendations for improvement.
Assist DSPs in coaching ACAs for SAP planning and implementation by providing
technical help and guidance from PMU/Lead facilitators.
Assist DSPs in performing Training Needs Assessments for
capacity development sessions with Aawaz II field teams, AAC Resource Persons,
and Volunteers.
Participate in Training of Trainers/refresher workshops to ensure that these
trainings are delivered to other AACs personnel and community facilitators.
Assist the PMU in ensuring that the ACAs prepare and implement high-quality
SAPs, as well as the VFs' Collective Community Action Plans (CCAPs).
Safeguarding,
fraud prevention, and risk management
The post holder will understand the importance of maintaining and will ensure
that policies and processes are in place to provide maximum protection to
women, religious minorities, people with disabilities, and transgender people
in the project and at all relevant events and venues, as well as compliance
with the British Council's safeguarding policy and implementation standards in
the project.
Ensure that partners/third parties understand their duty of care to protect
women, religious minorities, people with disabilities, and transgender people.
Ensure that the District Team and volunteers understand the safeguarding and anti-fraud
policies, as well as the reporting systems.
STANDARD
MINIMUM QUALIFICATIONS AND EXPERTISE:
A university degree in the social sciences or a related area (for example,
gender, development studies, social work, sociology, or anthropology).
3 to 5 years of professional experience planning and implementing youth and
capacity development initiatives at the provincial and grassroots levels in
gender, social inclusion, and Aawaz II theme areas.
Demonstrated experience collaborating or coordinating with community, district,
and provincial groups and networks.
Maintain high levels of professionalism despite working under pressure in a
fast-paced and often challenging setting.
Language: Proficient in English, Urdu, and Punjabi/Seraiki.
Excellent writing abilities and shown experience generating reports in English.
