CHILD SAFEGUARDING
Level 3: The post holder will have frequent (e.g., once a week or more) or intensive contact with children and/or young people (e.g., four days or more in one month or overnight) because they work in country programs, are visiting country programs, or are in charge of implementing the police checking/vetting process for staff.

Role Purpose:
Manage and implement social mobilization, financial, and voucher assistance operations within the WASH and Shelter project to ensure effective delivery and alignment with project objectives for Afghan nationals in Pakistan.

SCOPE OF ROLE:
Reports to the Project Coordinator.
Role Dimensions: The Social Organization/Cash and Vouchers Officer will be in charge of social mobilization and cash and voucher assistance (CVA) activities for the WASH and Shelter project. This role entails working closely with Afghan nationals residing in Pakistan to ensure that social mobilization for the WASH and Shelter interventions, as well as the CVA components, is effectively managed, delivered, and aligned with the project's overall objectives. The social organizer and CVA officer will also participate in social mobilization and community organizing initiatives to broaden the project's reach and impact.

Key Performance Areas:
Cash and Voucher Assistance
Lead the cash and voucher distribution processes, ensuring that they follow donor rules and Save the Children standards.
Coordinate with financial service providers, vendors, and other partners to ensure that cash and vouchers are distributed to beneficiaries as smoothly as possible.
Monitor and document the usage of cash and vouchers to ensure openness, accountability, and efficiency.
Conduct regular assessments to determine the appropriateness and effectiveness of cash-based interventions.
Prepare full reports on cash and voucher distribution, including lessons learned and recommendations for future programs.

Social Mobilisation and Community Engagement:
Develop a strategy for community interaction and hold initial conversations and broad-based community gatherings in the designated communities.
Set up WASH management committees and teach them on operation and maintenance for water supply schemes/points at the village level.
Engage with Afghan communities in Quetta to foster trust, improve awareness of the project, and increase participation.
Organize community meetings, focus group talks, and other participatory events to ensure that community perspectives are heard and taken into account while implementing projects.
Identify and collaborate with community leaders, influencers, and volunteers to ensure successful information dissemination and community mobilization.
Encourage the formation and strengthening of community-based committees to monitor and support project activities.

Beneficiary Identification and Registration:
Collaborate with local stakeholders and community representatives to identify and register eligible recipients for cash and voucher assistance.
Ensure that the beneficiary selection process is transparent, inclusive, and based on set criteria.
Maintain accurate and up-to-date beneficiary records while preserving data privacy and confidentiality.

Capacity Building:
Provide training and support to community leaders, volunteers, and other stakeholders on cash and voucher assistance processes, as well as social mobilization strategies.
Conduct capacity-building sessions for project staff on the use of CVA and community involvement initiatives.

Reporting and Documentation:
Prepare and submit timely and accurate reports on project activities, such as progress reports, case studies, and success stories.
Document the lessons learned, best practices, and obstacles encountered during project implementation.

Coordination and collaboration:
Work closely with the Project Manager and other team members to ensure that CVA is successfully integrated with the other project components.
Communicate with local governments, NGOs, and other stakeholders to ensure coordination and avoid duplication of effort.
Represent Save the Children at appropriate meetings, conferences, and working groups focused on cash and voucher assistance and social mobilization.
Any other duties assigned by the supervisor.

QUALIFICATIONS
Bachelor's degree, ideally in social sciences, management science, or a related area.
Minimum of 2 - 3 years of mobilization and CVA experience is required; experience in project-relevant areas such as child protection, WASH, and shelter, as well as working with Afghans, will be advantageous.

Qualifications, Experience, and Skills
A bachelor's degree in social sciences, development studies, business administration, or a closely connected discipline. Master's degree is preferable.
At least 2-3 years of expertise implementing cash and voucher support programs, primarily for Afghans living in Pakistan.
Proven experience in social mobilization, community participation, and working with vulnerable populations, including refugees and displaced people. Experience working with Afghan communities in Pakistan is extremely desirable.
A thorough understanding of cash and voucher aid principles, procedures, and best practices.
Outstanding communication, negotiating, and interpersonal abilities.
Ability to operate independently and collaboratively in a tough environment.
Proficiency with Microsoft Office software and data management systems.
Fluency in English, Pashto, and/or Dari is quite desirable.
