Background:
The International Water Management Institute (IWMI) is a non-profit, scientific
research organization dedicated to the sustainable use of water and land

Description
The International Water Management Institute (IWMI) is looking for a
well-versed consulting firm to convert an existing database (created in MS SQL)
to PostgreSQL, as well as several applications in different programming
languages. Furthermore, the scope of work involves moving the database and
applications to a government-owned server, which would necessitate close
collaboration with the Irrigation Department, Khyber Pakhtunkhwa (KP), and the
KP Data Center.
DUTIES AND
RESPONSIBILITIES:
The Indus Telemetry (SQL) relational database, which is now hosted on an MS
Azure cloud server, will be completely migrated to a newly constructed Indus
Telemetry (PostgreSQL) database hosted on LINUX GoKP Data Center servers.
The converted Indus Telemetry (PostgreSQL) database will be integrated with the
government institute's current database.
A File Transfer Protocol (FTP) server was deployed on the government
institute's Data Center server using FileZilla Server, which included creating
folders, implementing necessary security measures, and creating user
credentials to ensure the server could receive plain text data files from
instruments. Rewriting existing C# SSIS packages in an appropriate language,
like as Python, to guarantee they perform their present functions on the Indus
Telemetry (SQL) server
Upgrade the Indus Telemetry User Interface.
Update/improve the government institute's Water User Interface.
Rewrite the Python code used on Raspberry Pi (RPi) devices to retrieve data
from Indus Telemetry (PostgreSQL), and guarantee that the display screens
showing canal flow and weather data work as they did with Indus Telemetry
(SQL).
Update the government institute's Water User Manual and provide training to
reflect all modifications made to the Water User Interface following
integration with Indus Telemetry data (PostgresSQL).
Liaise with government institutions and other key stakeholders to ensure they
are informed of any service outages and secure any necessary access to ICT
infrastructure for the tasks.
Requirements
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE REQUIRED:
Essential:
A specialist with a degree in Software Engineering or a related field and 10
years of experience as a full-stack developer with expertise in back-end
servers (both LINUX and Windows), databases (MS SQL and PostgreSQL), and
front-end office applications (MS Access, Visual Basic for Applications (VBA),
and Python).
A national coordinator will engage with government departments and
stakeholders, serving as a point of contact for task delivery.
Desirable:
Previous experience designing database systems for data in the natural environment/water
resources domain.
Previous experience working with government entities, specifically the KP
Irrigation Department and the KP Department of Science, Technology, and
Information Technology.
It is envisaged that a development server with similar specs to the server
deployed at the KP Data Center would be purchased, and all scripts and code
will be tested on the development server before being deployed at an
agreed-upon time.
LANGUAGE
PROFICINECY:
Excellent oral and written English language skills, including active listening
and strong verbal and writing communication ability.

This service will be provided via a consultant contract, and only consultancy
firms registered with the Pakistan Engineering Council with suitable
capabilities are eligible to apply. IWMI charges a reasonable service fee for
this project. The contract will last four (4) months.
