Farmers Development Organization,
also known as FDO or the Contracting Authority, was founded in 1996 as a
not-for-profit, non-governmental public interest organization and "a
company established under section 42 of the Companies Ordinance 1984." FDO
works throughout Pakistan, particularly in Southern Punjab, on participatory
principles, benefiting hundreds of peasants, women, and general communities in
the areas of livelihood, institutional development, emergency relief, community
physical infrastructure, gender-based violence prevention, and access to
justice. The group has a good track record of planning programs, then
conducting assessments of community needs, and finally generating and enlisting
local volunteers to implement and oversee the projects.
Welthungerhilfe (WHH) was founded in
1962. Today, it is one of Germany's largest private organizations dedicated to
development cooperation and humanitarian relief. The organization seeks
non-profit status, is non-partisan, and is not affiliated with any denomination.
Public donations fund our work in over 40 countries across Africa, Asia, and
Latin America. In addition, WHH receives funding from the Federal German
Government, the European Union, and the United Nations for International
Development. WHH is a funding agency for the building

This document is neither a contract or an offer of contract, but rather a
formal Invitation for Tender for specified services. Bidders must read, sign,
and stamp each page of this agreement to ensure compliance with the terms and
conditions outlined below.

Instructions for tenderers
By submitting a tender, tenderers completely and unconditionally accept the
terms of this call for tenders, which will govern the contract as the only
basis of this tendering exercise, notwithstanding the tenderers' own terms of
sale, which they hereby waive. Tenderers are expected to carefully review and
follow all instructions, forms, contract clauses, and specifications included
in this tender dossier. Failure to submit a tender with all of the essential
information and documents by the stipulated deadline will result in the tender
being rejected. Any remarks in the tender relevant to the tender dossier cannot
be considered; such statements may result in the tender being rejected
immediately without further assessment.
To be qualified to participate in this tender
procedure, tenderers must demonstrate to the satisfaction of the Contracting
Authority that they meet the relevant legal, technical, and financial
requirements and have the resources to carry out the contract efficiently.
Participation is open to impartial and legal people [participating either
individually or in a consortium of tenderers].
