Purpose of Position
The HR Officer will be in charge of all HR tasks, including personnel recruiting, contract management, skill development, performance management, orientations, grievance handling, and benefits administration.

Job Description:
1. Simplify the recruitment process by identifying, developing, and placing the appropriate people in the right roles at the right time.
2. Manage and plan recruitment ads.
3. Create a strategy for deploying effective media to attract the ideal prospect via online job portals and marketing.
4. Collaborate with the Head of HR and other department heads to ensure that qualified candidates are recruited on time and effectively in accordance with DIL policies and procedures.

5. Facilitate the entire recruitment process, which includes: preparing vacancy announcements, initial screening of CVs, contacting shortlisted candidates for tests and interviews, informing successful and unsuccessful candidates after final shortlisting, preparing job offer letters, completing all HR-related forms for all new hires within the first month of employment, and orientation and onboarding of new employees.
6. Keeps an ongoing and orderly database of applicants for various roles.
7. Maintain a database of numerous tests and function as the curator for it.
8. Prepare all personnel and administrative correspondence (e.g., job offers, regret letters, employment contracts, promotions, transfers, retirement, resignation, final settlements, and so on).

HR Administration:
9. To assist the HR Head and senior management in creating a work environment that stimulates and challenges people to continuously improve performance.
10. Ensure that all HR documentation, including personnel files, is up to date and in compliance with the DIL HR Manual. Audit compliance and scheduled review visits to field offices;

11. Insurance records; keep the register up to current.
12. Creating salary sheets for temporary and permanent employees and submitting data to Finance for monthly payroll processing.
13. Ensure effective communication and cooperation with the legal adviser on all relevant matters, as well as the vetting of important HR papers.
14. Perform any duties as assigned by the supervisor to ensure that the DIL Pakistan office(s) are run effectively, transparently, and professionally.

Education: (formal degree).
Bachelor's or master's degree in business administration with specializations in human resource management, social sciences, or any other related area.

Qualification: (certificate, diploma, etc)
Diploma or certification in Human Resource Management is desirable.

Behavioral Competencies: (essential and desirable)
Excellent vocal and written skills in English
Good organizing and planning skills, strong time management skills, and the ability to prioritize and multitask.
Excellent customer service orientation with the ability to interact with staff at any level.
