Consultant for Finance and Admin Support - Public Health Advocacy
1. Background:
Noncommunicable diseases (NCDs) account for about 41 million deaths per year,
or 71% of worldwide mortality, and have a considerable impact in low- and
middle-income countries, including Pakistan. Over 40% of Pakistanis are obese
or overweight, and 37% have hypertension, placing the country third in the
world for type 2 diabetes incidence. Unhealthy eating habits, such as excessive
salt, sugar, and unhealthy fats, contribute to the high prevalence of NCDs such
as diabetes, hypertension, and cardiovascular disease. The Pakistan National Heart
Association (PANAH) is actively campaigning for evidence-based policies to
reduce the use of ultra-processed food and beverage products (UPPs) rich in
salt, sugar, saturated fats, and trans fatty acids. By increasing awareness
about the health concerns associated with these goods, PANAH hopes to influence
public health initiatives and legislative actions that encourage healthier
eating habits and battle the rising prevalence of noncommunicable illnesses.
PANAH works collaboratively with government entities, health groups, and the
community to create a healthier environment for all Pakistanis. The policies
include:
a. Taxing sugar-sweetened beverages.
b. Front-of-package labels and warning signs (FOPWL).
d. Marketing Restrictions
d. Healthy School Food Environment - School Food Policy.
To achieve these goals, PANAH is looking for a highly trained and experienced
consultant to help with the development and implementation of organizational
policy manuals and procedures, as well as building staff capacity to boost
administrative and financial responsibilities. This job reports directly to
PANAH's General Secretary, Sana Ullah Ghumman.
2. Scope of work:
The consultant will carry out the following tasks:
Conduct a thorough evaluation of the organization's current policies,
procedures, and practices.
Identify gaps, discrepancies, and areas for improvement.
Engage with auditors, partners, government agencies (FBR, EAD, etc.), senior
management, and staff members to gain feedback and insights.
Conduct interviews with PANAH's relevant staff and leadership to better
understand the organization's needs and preferences.
Create draft policy documents for human resources, finance, accounting, and
procurement.
Ensure that policies are in line with PANAH's mission and values. Make sure that policies are in line
with Pakistani legislation.
Include best practices and sector standards in the manuals.
Share draft manuals with key stakeholders for comments and input.
Incorporate feedback and make any necessary changes to the manuals.
Maintain clarity, coherence, and consistency throughout all policies.
Prepare the final versions of the policy manuals in both electronic and printed
media.
Provide assistance on how to apply and disseminate the manuals inside the
organization.
Provide financial and administrative assistance to the project while
maintaining compliance with applicable legislation and norms. Conduct training for organizational
staff to ensure smooth execution of manuals.
Collaborate closely with project staff, notably the Finance Manager, to monitor
budgets and ensure accurate financial reporting.
Train PANAH employees to prepare reports, proposals, and other project
documentation as needed.
Review all personnel and subcontracting arrangements and make recommendations
for improvements.
Review existing templates for consultants, staff, and other contractors, and
create new templates that are consistent with PANAH rules.
Examine audit reports and financial software, including using audit reports to
discover deficiencies and changes to financial software. Identify and assist organizations in
adopting new financial software.
Educate the finance staff, project manager, and vice president of finance on
the new software. Maintain handholding to ensure a seamless execution.
Make recommendations to ensure openness and conformance with the vision of
PANAH.
Perform any other duties allocated by PANAH that fall within the scope of the project.
3. Deliverables:.
The consultant will provide the following:
The Human Resources, Finance and Accounting, and Procurement guides are all in
draft form.
Finalized manual editions that incorporate feedback and revisions.
Recommendations for manual implementation and dissemination.
Training of organizational staff on operational manuals and new financial
software.
Training report of the organizational staff on operational manuals along with
recommendations.
Training report of organizational staff on new financial software along with
recommendations.

4. Qualifications:
The ideal candidate should have the following qualifications.
Proven expertise designing and executing organizational policies and manuals,
notably in the fields of human resources and finance.
Knowledge and experience with financial software systems.
Strong awareness of best practices for policy formulation and organizational
growth.
Proven ability to develop and execute improvements to internal operational and
financial controls and processes.
Outstanding analytical, communicative, and interpersonal abilities.
Ability to operate independently and effectively with a variety of
stakeholders.
Experience in the healthcare or non-profit sectors is preferred.
5. Duration:
The consulting is planned to begin on October 1, 2024 and end on January 31,
2025, and will consist of five (5) full days, or 40 hours per week.
