CARE Pakistan operates through local partners and engages with a wide range of stakeholders, making collaboration a key component of its work throughout the nation.

Job Summary:

The Admin & Safety and Security Officer will provide reliable support for managing the safety and security risks of its program operations, staff, assets, and offices. The individual is required to support emergency response in the field with program teams ensuring safety and security mechanisms are in place. The individual is expected to provide full-time support, including being available out of normal business hours to proactively assess and respond to any related Admin safety and security risks or needs.

This post will also be responsible for coordinating and supervising office administration, general services and logistics of CARE Pakistan’s Field Office including the movement of staff (staff logistics) and vehicles (fleet management), as well as set up of administration of office support systems and assets monitoring – telephone communications, office vehicles, furniture and fixtures

Key responsibilities:

1. Safety and Security Operations (60%):
Provide full support and assistance to program teams in the field. During an emergency response (flood, earthquake, etc.) or other project implementation, ensure that safety and security systems are in place and practiced.
Frequent field visits (60%-70%) to affected or other project-implemented districts to undertake safety and security risk assessments, identify potential risks, and advise on mitigation solutions.
Provide extensive security briefings and orientations to field-based personnel.
Close coordination with other organizations/government offices that are conducting flood response or other humanitarian project implementations in the affected areas.

Ensure that the CO's standard operating procedures (SOPs) are followed to maintain secure operations for CARE staff members in field offices and field assignments.
Maintain continual communication and coordination with individual CIP Program Managers as well as CIP Program Coordinators/Directors to ensure that current awareness of major programming activities is factored into Safety and Security's internal planning.
Support the Safety and Security section in successfully liaising with government and law enforcement authorities (LEAs) to ensure the safe movement of CARE staff and related safety and security risk management.

Ensure that CIP offices are equipped with the necessary safety and security equipment, and work with the administration or other appropriate teams to ensure its prompt installation, repair, and/or maintenance.
Assess safety and security threats and risks to CARE and provide timely recommendations/advice to workers.
Any incidents of staff noncompliance with established protocols or processes should be reported to the safety and security manager, along with recommendations for corrective action.
Oversee and ensure safe workforce mobility for the CARE business.
Keep up to current on the security situation in your deployment region and send short daily and weekly progress reports to the Safety & Security Manager.

Ensure and support that employees generate online trip tickets and local field plans before leaving their field areas or the station, and that these trips are approved by the proper authorities, line managers, safety and security department, and country director.
Attend frequent government and I/NGO security network meetings within field office(s) and ensure that discussion topics from these meetings are conveyed internally to the safety and security manager on a timely basis.
Understand and adhere to all CARE International and Pakistan's safety and security rules, procedures, humanitarian principles, programming principles, CI PSEA Policy, CI Gender Policy, and Core Values.

Monitor CCTV at the field office and notify the safety and security manager of any findings that require action.
Monitor the vehicle monitoring system to ensure that vehicle movements are as planned.
Ensure that the specified movement tracking protocols are followed by both the Safety and Security unit and all CIP employees.
Send security and safety alerts to all workforce by SMS, WhatsApp, and email.
In the event of an emergency, administer first assistance to any staff member in need.
Monitor the vehicle checklist on a daily basis to verify that the entire fleet is in outstanding condition.

Assist the CO in conducting detailed, frequent safety and security assessments and in-house briefings for staff and visitors. This includes preparing and updating safety and security briefing packages based on the current local security situation.
Provide administrative and logistical support as needed.
Everyone at CI is responsible for safety and security through complete compliance and accountability (as stated in Principle II of the CARE International Safety and Security Principles).

2. Office Administration, Logistics, and Fleet Management (30%):
Provide broad administrative support to the Project Team in the Field Office.
Ensure tight collaboration with the Islamabad Office on all elements of day-to-day activities, as well as participation in and monitoring of partner administrative processes.
Support the CIP core admin and management team with the maintenance of office support systems for telecommunications, general office support, vehicle management, travel and accommodation support, and any other assistance as needed.
Monitor the upkeep of project offices and activities.
Ensures the availability and proper use of project-related facilities.
Ensures a professional working environment surrounding project offices.

Contribute to keeping a clean and healthy environment.
Ensures that all project materials (computers and accessories) are in good condition.
Provides timely reports on project administration activity.
Ensure the arrival and departure of project visitors/CIP staff.
Provide adequate accommodation for visitors and CIP personnel.
Support the upkeep of the project's office space, furnishings, and fixtures.
Always prioritize project personnel safety.
Directs and supervises the process for maintenance and proper vehicle operation.
Ensure that appropriate transportation is available for project personnel and guests.

Ensure that the project property registration is complete and that all objects are recorded and labeled correctly.
Compares the list of project property annual physical counts to the records.
Ensures that all project items in the store are appropriately registered and stored.
Ensures that all relevant formalities for project goods received and dispatched are always followed.
Ensures that all fast-moving project stock items are moved on schedule and without creating a gap.
Maintains a computerized project store record of all project assets.

 3- Capacity Building (5%)

  • Build capacity of CARE staff in understanding and complying with the safety protocols.
  • Support in organizing simulation exercises for the staff for situations like Fire, Attack on the office, earthquake etc.

4- Perform Other Duties as Assigned (5%):

  • Undertake any additional tasks or responsibilities as required by the organization or the emergency situation.
  • Ensure full compliance with CARE International’s Safety & Security Principles, recognizing that safety and security is everyone’s responsibility.
  • QUALIFICATIONS (KNOW HOW)

§  A) Education & Training:
Required
Bachelor's degree in business administration or social sciences.

B) Experience:
At least four years of relevant job experience in law enforcement agencies and/or other security organizations.
Working with an international donor organization/NGO will provide an added advantage.
Should be able to create reports in Microsoft Word, Excel, Outlook, and PowerPoint. Good computing capabilities.
Technical and managerial ability, solid judgment, and the ability to engage and collaborate effectively with people at all levels.
Demonstrated leadership skills to motivate and encourage others.

  • Excellent communication presentation skills and proficiency in English.
  • Excellent and proven experience in strategic planning of human resource management.
  • Firm belief in teamwork, gender equality, transparent and participatory management.

Note: This position is conditional on the availability of funding.
